H.H Sheikh Suroor is considered one of the early pioneers who entered the private sector and actively contributed to its development. He independently developed a number of projects and did not rely on formal, written feasibility studies in the traditional sense. Instead, he depended on his extensive experience, broad social relationships, and daily gatherings, through which he interacted directly with people, gathered information, and analyzed it in a practical manner.
Formation of the Administrative Entity
Initially, and until approximately two or three years prior to the establishment of Maqam, there was no entity known as "Maqam." Instead, there was an organization called the Private Office of Sheikh Suroor.
This private office was established around 1971–1972 and was responsible for managing all of Sheikh Suroor’s affairs, including:
- Management of external investments such as stocks and bonds.
- Management of internal investments, particularly in construction and real estate development.
- Management of owned buildings and properties.
- Management of family affairs, workers, and farmers.
Evolution of the Organisational Structure
As the scope of work expanded, a Projects Management Department was created within the private office. All of Sheikh Suroor's projects were managed through this department, which was overseen by a dedicated Projects Director.
At the same time, external investments (stocks and bonds) continued to be managed directly under Sheikh Suroor’s supervision.
Over time, this structure gradually evolved into a holding company.

A formal transformation then took place from:
- A private office managing Sheikh Suroor’s affairs,
- A private projects management function,
- And a private investment management structure, into a holding company named Maqam.
The name Maqam was chosen to symbolise a high rank or level, reflecting status and hierarchy (level/category), and is not related to the musical or religious meaning of the word.
